ABBOTSFORD — A decision that denies parole to a sexual offender in BC who has been in prison for almost two decades has been upheld by the Parole Board of Canada’s appeal division.

Adam Laboucan became the country’s youngest dangerous offender in 1999.

He was 17 when he was handed an indeterminate prison sentence for sexually assaulting a three-month-old boy in Quesnel.

Laboucan — who now identifies as female and goes by the name Tara Desousa — was denied parole in November after the board said it was concerned she was unable to manage her anger.
